Data maturity measures the extent to which an organisation uses their data. Assessing the level of data maturity in an organisation involves looking at how data is collected, stored, analysed and used for decision making and innovation. 

It is important to note that Data Maturity collection and indexing is not about highlighting the state of health of sectoral performance of individual counties. We are rather looking to assess the state of data that is currently being collected and the data practices that accompany them.

Why do we need another toolkit?

CIDP documents give context-specific SMART metrics for measurement of county government progress according to their mandate, but the data used for planning is based on outdated projections. 

Other factors that make it difficult to evaluate the work done by each county:

• There is no uniform format for measuring and reporting the extent of work done, which makes it difficult to find the same data from each county government.

• Different counties have different priorities according to their budget allocation and goals, but how can we compare their work?

We need a toolkit that standardizes the format and includes indicators representing essential services that should be covered by all county governments e.g. maternal healthcare and ECDE
